A new tax year and online filing files

January was about getting ready for 2022: new PAYE calculations for every pay frequency, plus exports that produce NIS and GRA online filing files straight from payroll.

Getting ready for 2022

Every January a payroll product has the same job: make sure the first pay run of the new year uses the new year's rules. For Mintage Payroll that meant adding a 2022 set of PAYE calculations for each pay frequency we support: monthly, fortnightly, weekly and daily.

Rather than bolt the new rules on top of the old ones, we changed how the payroll engine finds them. Each payroll now looks up which PAYE and NIS rules apply to it, so 2021 periods keep their 2021 maths and 2022 periods get the new version. We also made it possible to update which PAYE version a payroll uses when it is closed, and we set new installs to default to the 2022 year.

Filing files from payroll data

The other big piece of the month was about what happens after payroll is run. Employers in Guyana report to NIS and to the GRA, and both accept files online. We added an export that produces the NIS online text file from payroll data, and a second one for the GRA Form 2A online file, with the year and pay period set automatically.

Along the way we fixed a handful of export problems: a case where an employee's cash amount could show their bank amount, an export that failed when nobody in the payroll was paid in cash, and some column labels that now read NIS EE and NIS ER so employee and employer contributions are clearly separated.

Housekeeping

The core application also got a framework update and refreshed seed data, so test and demo setups now start with 2022 settings and show the year next to each deduction group. A small month, but it set the stage for the rest of the year.
